Error description

• Add code to check if the DB2 Utilities Enhancement Tool started
  task DB2 authid has sufficient authorization.
  
  Mininum required is SYSOPR, MONITOR1.  SYSCTRL or SYSADM will
  also provide sufficient authorization.
