  • When the hierarchical HPU scan is used, DFS047A UNABLE TO OBTAIN
    AUTHORIZATION RC=03 is received for primary database, primary
    index and secondary indexes if those are in the
    "PROHIBIT AUTHORIZATION = ON" state in RECON.

Problem conclusion

  • This APAR fixes the problems listed in the Problem Description
    field.
    After applying this APAR, the DFS047A error message:
      DFS047A - UNABLE TO OBTAIN AUTHORIZATION RC=03
    will not be issued even if 'PROHIBIT AUTHORIZATION=ON' is set
    in DBRC for primary database,primary index, and secondary
    indexes and the Hierarchical HPU scan is selected.
    The HPU hierarchical scan is started in the IMS ULU region,
    not in the DLI region.
    
    Before starting Index Builder, users can issue the DBRC
    command 'CHANGE.DB DBD(xxxx) NOAUTH' for each DBD to avoid
    accessing the database from applications.
