PK95707: User group permission does not work when creating a Baseline

• Problem description
  
  Reqpro and  ReqWeb 7.1
  
  Proceed as follows:
  
  1) Create a project
  
  2) Create a user group
  
  3) Give the user group permission to modify project security.
  
  4) Create a baseline of this project
  
  5) restore the baseline
  
  6) check the user group: the permission to modify project is not
   given
  anymore.
  

Local fix

Problem summary

• Can manage project structure / Can manage project security
  settings was not being retained in ReqPro 7.1 Baselines
  

Problem conclusion

• A new function was added to retrieve from a baseline the
  database security/structure management permissions for
  groups and set them in a new project created from baseline.
