Error description
In a combined Connect/IMS run, if the HWM is hit while trying to insert a new Connect transaction into the internal queue and removing old transactions from that queue fails to relieve the storage shortage (for instance, if there are no old Connect transactions) then a retry of the insert will again fail. Other routine possibly involved in the loop is: IPICPROC ( LMOD IPI4PROC )

Problem conclusion
Flush completed Connect transactions that are waiting for additional IMS SLDS information (which may never appear anyway) before attempting to flush active Connect queue entries.
