PK94991: Performance issue: the index on date columns is not used when running updates

Error description

• -when running a factbuild with the option update and the key
  field is a date key in Oracle
  and it has an index then the index on the date column is not
  used when running the update statement on the target table by
  data manager
  -this can be verified by checking the sql execution plan in the
  database,the index is not being used and instead full table scan
  is
  done which leads to a very bad performance.
