Error description

• Using HPU UNLOAD following a BMC Unload plus the syntax in the
  HPU output contains a leading zero
    UNLOAD DIRECT NO
    FORMAT EXTERNAL
    SELECT DECIMAL (0.3, 5,3)
    FROM SYSIBM.SYSDUMMY1 WITH UR
  The generated output is:  0.300
  PB 10225 "U+:DECIMAL EXTERNAL - unexpected leading zero"

  *                      specification of an explicit length,    *
  *                      the unloaded data is truncated and is   *
  *                      unusable.                               *

  1. Module inzctrlp was changed to use a different picture for
  editing numeric external data.
  2. Module udbcrfel was changed to be able to format FLOAT
  EXTERNAL data using a valid representation of the initial
  numeric value on a length shorter than the maximum length
  without truncating the output string.
