Error description

• When the PE SERVER is stopped and restarted by
  means of the corresponding modify commands, the
  restart might fail because of an abend S0C4 in
  DGOVDS.

  PROBLEM SUMMARY:
  When a PE Server subtask is restarted while data retrieval
  requests are issued from the Classic Interface (VTAM) or TEP, a
  request can be placed into the PE Server subtask input queue
  while the subtask is beeing initialized. The processing of such
  requests causes abend S0C4 in part DGOVQUEU of load module
  DGOVDS.
  
  PROBLEM CONCLUSION:
  When the PE Server subtask retrieves data retrieval requests
  from the PE Server subtask input queue during initialization,
  the data retrieval requests are returned to the requestor with
  return code set to 8 and reason code set to '15'x until the
  initialization completes.
