Error description

• URL Mapping Fallback does not work correctly on version 6.0 of
  Portal with "state.decoding.fallback" set to false and  PK31849
  installed.
  The issue is caused by PK31849 disabling the flag
  "state.decoding.fallback"
  introduced by PK23639.
  
  Example:
  If you have a url mapping /wps/myportal/test
  and if you issue the following url /wps/myportal/test/test1
  it should not fallback to /wps/myportal/test assuming that
  test1
  does not exist and "state.decoding.fallback" is set to false.
  

Local fix

Problem summary

• URL Mapping Fallback does not work correctly on version 6.0
  of Portal with "state.decoding.fallback" set to false and
  PK31849 installed.
  The issue is caused by PK31849 disabling the flag
  "state.decoding.fallback" introduced by PK23639.
  
  Example:
  If you have a url mapping /wps/myportal/test and if you issue
  the following url /wps/myportal/test/test1 it should not
  fallback to /wps/myportal/test assuming that test1 does not
  exist and "state.decoding.fallback" is set to false.
  

Problem conclusion

• In special usecases the flag "state.decoding.fallback" got
  ignored during fallback behaviour.
  The fix re-enables the fallback configuration on top of
  PK31849.
