Error description

• ICR FAILS WITH VSAM DB WHEN DB IS NOT CATALOGED. OK WITH OSAM
  The problem is that when running DRF ICR against a VSAM DB, if
  the DB is not cataloged, ICR will fail with RC=16 because the DB
  data sets is not cataloged.  ICR should not look at the DB data
  set for ICR.  For an OSAM DB, the problem does not exist.

  ICR generates a new image copy from image copy, log or change
  accumulation inut data sets for every DBDS in the recovery list,
  but actual database recovery is not performed and so the
  databases should not be accessed.
