Error description
A BMP attempted to allocate a database but failed with DFS2503W message, rc0210. After the failed allocation, a /STA DATABASE command was issued for the same database but it was rejected with DFS0565I message indicating the database was still in use by the BMP. In the situation that lead to this problem being reported, the BMP had to be ABDUMP'ed before the /STA command would be processed successfully.

After the dynamic allocation failure a /STA DATABASE command was issued for the same database but is rejected with message DFS0565I indicating the database is still in use by the application. To successfully process the start database command all applications, that scheduled with the database unavailable, must be canceled. This can become burdensome with a large number of active applications.
