  * PROBLEM DESCRIPTION: A newly added column with NOT NULL but  *
  *                      with no default causes ADB27AC data     *
  *                      conversion to occur.                    *
  ****************************************************************
  * RECOMMENDATION: Apply The PTF.                               *

  When columns of this type (NOT NULL with no default) are added,
  the data will be unloaded as a constant value which will avoid
  an ADB27AC data conversion. Note that DISTINCT and XML data
  types will still require a conversion.
