APAR status

• Closed as program error.

Error description

• Users can get message CKZ45126W WAIT TIME EXCEEDED FOR COMMAND
  RESPONSE when using SCOPE(SYSPLEX(OTHER)) and there are no other
  systems active in the sysplex.
  For the VARYOFF command the z/OS RO *OTHER V (nnnn),OFFLINE
  command is getting a response of IEE413I ROUTE COMMAND REJECTED
  - REQUESTED SYSTEMS ARE NOT ACTIVE.
  This message (IEE413I) is not being treated as an expected
  response message which eventually leads to a wait timeout and
  message CKZ45126W being put out.
