Error description

• When you lock layout containers or portlet windows within
  composite applications, then those locks are not maintained
  throughout backup/restore and save as template actions.

• When you lock layout containers or portlet windows within
  composite applications, then those locks are not maintained
  throughout backup/restore and save as template actions.
  

Problem conclusion

• This functionality was entirely missing within Composite
  Application code. We also needed to patch some of the underlying
  engine admin command layer.
