APAR status

• Closed as program error.

Error description

• If any UOWs are in-flight at the end time of quiet time
  reporting, they may be missed by the report.
  
  Also new improvements will internally forces the 'Show
  uncommitteds=Y' option whenever quiet time reporting is
  requested. This is deemed proper behavior rather than expecting
  customers to know they should set this flag manually during such
  a run.
