Atrribute matrix view is not displaying any requirements when fi
ltering by attribute using Oracle. Recently the customer has mig

    Steps to reproduce:

-Create 4-5 requirements with any 'Requirement Type.'

-Create a View. In the View, select the Requirement Type of the
4-5 requirements. Select the query button and select the 'Includ
e' operator. For the filter put 'test' in the text field. The vi
ew should display all 4-5 requirements created regardless of the
     cases.
-Right click on the project and go to 'Properties.' Go to the 'A
ttributes' tab. Select the Requirement Type that you created the
4-5 requirements with and select 'Add.'

     type of 'Text'
-Right click each requirement and go to 'Properties.' Go the 'At
tributes' tab and put in the 'Test' text field variation of the
word 'test.' ('Test', 'teST', 'tesT', 'TeSt', 'teSt')
-Go to the View and select its 'Properties.' Click on 'Query' an
    d remove the original include.
-Add a new query and put in the 'Include' operater the word 'tes
    t'.
-Refresh the View and at least 1 requirement should appear.
-Go back into the Properites and query button and modify the Inc
lude operator to the word 'TEST.'
-Refresh the View and there will be no requirements in the View.
All requirements should appear due to the them all having the w
    ord 'test' in them.
