  Description of problem:
  
  EGL package named 'framework.excepton' is generated to Java as '
  framework.exception_' or sometimes as 'framework.exception'.
  This could result in Java code that does not compile.

  .system, system.foo, foo.system.foo
  Other examples of unaffected packages: systemnot, notsystem, foo
  .notsystem, notsystem.foo, foo.notsystem.foo
  

Local fix

Problem summary

• When the Java generator saw an EGL package named "exception"
  it should have made a Java package named "exception".
  However, at certain times the Java package was named
  "exception_" instead.
  

Problem conclusion

• The generator has been changed.  The Java package will
  always be named "exception" with no underscore at the end.
