PK76202: ABEND878 DUE TO LOOP IN DGOVHM00 (MACRO ESTAEX)

Error description

• ABEND878-10 during OMPE startup.  Virtually all the storage
  below the line for SUBPOOL 255 (SP255) LSQA is filled with SCB
  control blocks created on behalf of an ESTAEX being issued
  repeated by DGOVHMTC (at PK69740 level) -- more than 137,000
  of them.  From SYSTRACE this can be seen:

  PROBLEM SUMMARY:
  Almost all memory of private region allocated to LSQA SP 255 and
  filled with SCB control blosks generated by macro ESTAEX. Next
  request to allocate SCB control block causes abend 878-10.
