Error description

• RM heartbeat monitoring socket connection is not handled gracefu
  lly.
  The socket connection is left open for the life of the RM and wh
  en it encounters a network error like a socket reset it shuts do
  wn the RM. The TCP client connection should be short-lived or it
   should at least retry new client sockets a few times before shu
  tting down the RM.
