  Customer received message with blank DB2 version number during
  z/OS migration from z/OS 1.7 to z/OS 1.9. Customer had two
  monitored DB2 databases. One was started, the other was stopped.
  Message was received on the stopped DB2 database.
  

Local fix

• Make sure that RACF is configured appropriately. For each DB2
  subsystem that is monitored by Omegamon XE for DB2 PE a RACF
  resource "subsystem.RRSAF" for RACF class DSNR has to be
  defined. Alternatively a generic resource *.RRSAF can be
  defined. These resources may already exist, e.g. if stored
  procedures have been used before. Assign READ authority for this
  RACF resource to the Omegamon XE for DB2 PE collector started
  task id (userid).
