Local fix

• Configure the local DB2 susbystems, e.g. ECP1 & ECP3, via ICAT
  or add the corresponding entry, e.g. DB2SSID=(ECP1,ECP3) to the
  configuration member OMPEMSTR in data set RKD2PAR.

  * PROBLEM DESCRIPTION: When the OMEGAMON collector PE Server   *

  *                      and the monitored DB2 Subsystem is      *
  *                      stopped and restarted or a new DB2      *
  *                      Subsystem is started while the OMEGAMON *
  *                      collector is up and running, the PE     *
  *                      Server subtask does not restart the     *
  *                      monitoring for the restarted DB2        *
  *                      Subsystem or the monitoring for the new *
  *                      DB2 Subsystem.                          *
  *                      When the Classic Interface (VTAM) is    *
  *                      used to monitor the restarted DB2       *
  *                      Subsystem, panel ZRLOG displays an      *
  *                      invalid status and requests to display  *
  *                      performance data are returned with      *
  *                      error messages KO2O1941E (Return Code   *
  *                      8) and KO2O1942E (Reason Code 85)and    *
  *                      Message FPEV3016W is issued to the      *
  *                      PE Server log.                          *

  PROBLEM SUMMARY:
  When the OMEGAMON collector PE Server subtask is configured to
  automatically detect DB2 Subsystems to be monitored and the
  monitored DB2 Subsystem is stopped and restarted or a new DB2
  Subsystem is started while the OMEGAMON collector is up and
  running, the PE Server subtask does not restart the monitoring
  for the restarted DB2 Subsystem or the monitoring for the new
  DB2 Subsystem.
  
  PROBLEM CONCLUSION:
  When DB2 Subsystems are started while the OMEGAMON collector is
  up and running and automatic detection of DB2 Subsystems is
  configured, the PE Server subtask starts monitoring of the
  started DB2 Subsystems as soon as the start up of the DB2
  Subsystems is recognized.
