  *                      registers being used in the             *
  *                      generated MVC instruction.              *

Problem conclusion

• EXPECTED ERROR:
  Spurious DROP and USING instructions before an
  MVC instruction.
  
  PROBLEM CONCLUSION:
  The DROP and USING HLASM instructions should only be
  emitted if the base register is the same as the
  already established static area base register.
