• In the scenario where there is a workflow with a first stage
  containing a scheduled move action (with a move date set to the
  past) and a second stage containing a publish action.
  Then a published content is edited to have a publish date set to
  a future date and the workflow is changed to the workflow
  described, the content would move from the first stage but the
  publish action is inactive.

  The scheduled actions was being intepreted as being part of the
  old workflow of the content and therefore was being set to
  inactive instead of being processed

  Scheduled actions that are part of the new workflow of the
  content is recognised and will be processed instead of being set
  to inactive.
