Error description

• Region ID is '0' in V3 IMS PA non-SMQ Transaction Transit Log.
  Non-SMQ transit engine backs-out transactions on processing
  x'38' log record leaving data incomplete.
  Non-SMQ V3 transit engine should operate in the same way as the
  SMQ engine and ignore x'38' log records.
