  If the ISPLOG is previously allocated in the TSO LOGON session
  then the ISPLOG DD will not be allocated again.
  

Problem conclusion

• The problem has been fixed. The ISPLOG dataset can also be
  removed from the TSO LOGON PROC as a circumvention.
