Tool does not check if REORG is needed by the object to

*                      panel:                                  *
*                      "Run REORG/REBUILD . . .  M( Mandatory, *
*                      All relevant, None)."                   *

* RECOMMENDATION: Apply The PTF.                               *

The DB2 Object Comparison Tool adds Reorg utility to the Apply
job for the object that doesn't have Reorg pending status and
user uses option "Mandatory" Reorg/Rebuild.

When "Run REORG/REBUILD . . . M (Mandatory, All relevant, None)"
Object Comparison tool shouldn't add Reorg step when table is
altered by adding partition to the table.
