PK68568: INCONSISTENCY IN PANEL GOC3 AND PANEL GOC4

Obtain the fix for this APAR.

APAR status

• Closed as program error.

Error description

• Inconsistency in Panels GOC3 and GOC4:
  Panel GOC3 generates message: No rows returned
  when there are no entries for Owner and ? is entered in Name
  Field.  PF1 generates message:
  No rows were fetched, SQL code=   100
  
  Panel GOC4 blanks out Owner and Name Fields if no valid entries
  are found for Owner and ? is entered in Name Field.
  PF1 generates GOC4H Panel

  used. Additional cleanup was required (including panel GOC3)
  to produce consistent behavior (i.e.,  Error handling).
