Error description

• Wrong length for module CQM#SDIR loaded into LPA
  
  This APAR changed code to obtain correct length for module
  CQM#CQMA loaded into LPA, and also will not load CQM#CQMA and
  CQM#CQMI dynamically into the LPA at startup, if they are
  already statically loaded into the LPA.
