Error description

• This APAR taken to provide improved performance in HPU UNLOAD
  when using the WHERE clause.
  ADDITIONAL SYMPTOMS:
  1) For SELECTs processed natively, the SUBSTR scalar function
     used on a long varchar column incorrectly generates a CHAR
     instead of a VARCHAR when the requested length for the
     substring exceeds 255 characters. Also the output data is
     partially overridden with binary zeroes. PB 9473 R220 and
     R310.
