PK62458: Modifying CQ records with many RP requirements are causing long delays

Error description

• When creating a CQ record with the Requirement package, there is
  no limit on the number of requirements allowed as part of the r
  equirement list.  We have found that performance for modifying t
  he record is very slow when the number of requirements is large
  (50, 500, or even 1000) attached via the requirements list.  Whe
  n a user goes to modify the record, the initialization of the re
  cord can take a few minutes when the User database is not local
  to the client.  Once the record is initialized, it can be saved
  without any changes, and this will also take a few minutes.  Thu
  s the verification of the requirements happens even when the req
  uirement list is unchanged.
