Error description

• ABEND0C4 occurs when a display command fails because of an
  authorization problem, but the IFI interface returns a RC=0
  instead of a RC=8.
  ADDITIONAL SYMPTOMS
  1. Unload PLUS syntax, format STANDARD: the 2 first bytes of
     character constants contain the length of the constant and
     the constant value is shifted 2 bytes on the right, but the
     total length is not changed.  The correct value should not
     contain the length bytes.

  *                      This is a regression compared to the    *
  *                      behaviour of HPU 220.                   *

  ULOPTNS to HPU syntax
  2.Module inzpyacc was changed to accept a null string as the
  delimiter in FORMAT COMMA-DELIITED
  
  HPU 3.1 only:
  
  1.Module inzpyacc was changed to limit the impact of variable
  DTDELIM to HPU syntax
  2.Module inzpyacc was changed to recognize the FORMAT DSNTIAUL.
