Error description

• 1. Corrects the HCHECK option message "DB has Prohibit
  Authorization status".
  2. Corrects HCHECK heading problems and adds "HCHECK PROCESSING
     COMPLETE" message at the end of the HCHECK report.
  3. Corrects a look in the RPID function when the begin
     timestamp is prior to the initialization time for the RECON
     data sets.
