APAR status

• Closed as unreproducible.

Error description

• A DVIPA is deleted.  IPSEC is running, so we are trying to clean
  up the dynamic filters for this DVIPA.  We are holding the lock
  event_q_lock which is a fwethree (level 3 lock).  We try to
  obtain lock fltr_klock - this is a feone (level 1 lock) in
  EZBISDEL.  This violoates the lock hierachy causing an
  abend4c5 rc 74F52004 in EZBITKOB.

  Module EZBISDEL tries to obtain the FLTR_KLOCK but can't
  because the higher level lock is held which results in the
  abend.

  FLTR_KLOCK before calling EZBISDEL.
  Module EZBISDEL has been amended to test to see if FLTR_KLOCK
