Error description

• This APAR will add the following ehancements.
  1) Generate the CHECK utility when table space and index
  recovery would leave indexes in check pending.
  2) Generate and execute MVS commands to clear coupling
  facility structures when required by a SYSTEM RESTORE
  3) Add ability to restart a SYSTEM RESTORE process
