• RUNSTATS on VARGRAPHIC column using COLGROUP FREQVAL generates
  incorrout in SYSIBM.SYSCOLDIST.COLVALUE, e.g.:
  
  RUNSTATS TABLESPACE TPVARG.TSVARG
   TABLE(ADMF001.VARTEST)
   COLGROUP(CVARG) FREQVAL COUNT 10;
  
  where CVARG is defined as VARGRAPHIC - returns for
  
  SYSIBM.SYSCOLDIST.COLVALUE
  
  X'004100000000000000000000000000000000000000000000' -> incorrout
  
  correct would be:
  
  X'004100200020002000200020002000200020002000200020'
  
  The incorrout is for Incorrect padding. Correct padding would
  have spaces.

  When the user executed RUNSTATS TABLESPACE TABLE COLGROUP
  FREQVAL on a VARGRAPHIC column using a DBCS CCSID, the
  colvalue generated was incorrect. This incorrect value was
  reported in MSGDSNU616I and the SYSIBM.SYSCOLDIST catalog
  was updated with the incorrect value.
  
  The incorrect value was caused by using a wrong length
  for the padding character. The bad value in the catalog table
  caused optimizer to select incorrect access paths.
  

Problem conclusion

• The code was modified to use the correct length for the
  padding characters.
