  * USERS AFFECTED: All users of QCF3.1.                         *
  *                 This APAR adds changes to QCF client         *
  *                 to reflect changes in overflow protection    *
  *                 statements - add new FAILSAFE control.       *
  *                 It is required for non-shared queues         *
  *                 environment, but some of the changes         *
  *                 in the APAR apply for shared queues          *
  *                 environment- so it has to be installed       *
  *                 by all users.                                *

  * PROBLEM DESCRIPTION: This APAR changes overflow protection   *
  *                      panels- adds FAILSAFE controls to QSUN  *
  *                      protection. It is client's part of      *
  *                      PK56747. New panel and new              *
  *                      functionality is added to option 6 in   *
  *                      main menu. New help panels are added to *
  *                      assist with using the new controls. See *
  *                      user's guide for full description of    *
  *                      overflow protection and Failsafe        *
  *                      control card.                           *

  New panel, help panel and functionality is added to reflect
