restarting the RESTART= syntax.

Problem summary

* USERS AFFECTED: Users of DB2  Admin Tool attempting to alter *
*                 a  table by  submitting a batch job, and who *
*                 set "Run RUNSTATS" to Yes on DB2 Admin Alter *
*                 panel ADB27A.                                *
****************************************************************
* PROBLEM DESCRIPTION: The batch  job JCL  generated for an    *
*                      Alter where  "Run RUNSTATS" has been    *
*                      set to Yes contains a set of "POINTS    *
*                      OF RESTART" comments,  and the POINT    *
*                      OF FAILURE and RESTART STEP NAME for    *
*                      the Runstats step is wrong.             *

* RECOMMENDATION: Apply The PTF.                               *

The comment in skeleton ADB2ALTJ is incorrect for restarting the
RUNSTATS step.
