• Closed as program error.

Error description

• High CPU noted when Recovery Expert starts.  From a CONSOLE DUMP
  recursive ABEND0C4's are seen, it looks like the program is
  looping :

• Modify the JCL jobs to start the agent and the server and add
  the following DD right before STEPLIB as indicated below:
