  Initial analysis:
   IMS(utility) makes an EOD request.
    - CRTR0 is entered and rcwbactv is set...
       note DSPRLN_DBRC_In_progress is set later.
       Also the DSPCRTR0 entry trace is done later,
       so there is no  evidence of this in the trace.
       Given the prior trace entries, I do know the EOD
       would be the next call and I find a BRLSB for it
       in the dump.
   - A delete member notification comes from SCI.
       > RLXB0 sets DSPRLN_DBRC_In_progress on  (since the
         EOD processing had not got there yet)
       > RLXB0 calls CRTR0 for a func  4797
       > CRTR0 detects RCWBACTV and
         DSPRLN_DBRC_In_progress = ON and ABENDs 2482.

  If a DBRC request has set RCWBACTV but has not yet set
  DSPRLN_DBRC_IN_PROGRESS and then a group services request
  is received, DSPRLXB0 will be dispatched to handle the group
  services request.  When the group services request reaches
  DSPCRTR0, it will issue ABENDU2480 because RCWBACTV is already
  on.
