Error description

• The DB2 Administration Tool ALC command generated LOAD job when
  changing a DATE to TIMESTAMP column in table defined as CCSID
  UNICODE fails with a DSNU299I REASON=X'00E40323' error.

  * PROBLEM DESCRIPTION: If the type of a column in a table with *
  *                      a CCSID  of ASCII or UNICODE is changed *
  *                      from date to the timestamp, the data in *
  *                      that column is incorrectly constructed, *
  *                      resulting in an S04E ABEBD when altered *
  *                      table is loaded.                        *

  * RECOMMENDATION: Apply The PTF.                               *

  The default time string ('-00.00.00.000000') appended to the
  existing date string is hard-coded in EBCDIC.
  

Problem conclusion

• Logic is added to append a default time string in ASCII if the
  CCSID of the table is ASCII or UNICODE.
