Error description

• The BTS does not show EGCS/DBCS fields in the BTS screen
  correctly if there are enough space to put shift-out (SO) and
  shift-in (SI) between EGCS/DBCS fields.
  This is based of FITS requirement MR0420073817.

  The BTS can not show EGCS/DBCS fields in the BTS screen
  correctly if there is enough space to place shift-out (SO) and
  shift-in (SI) between EGCS/DBCS fields.
  This is based of FITS requirement MR0420073817.
  BTS is modified to use the blank bytes of data fields for SO/SI
  when there is not enough space for SO/SI between EGCS/DBCS
  fields.
  If there is still no space, BTS puts the message BTS0130I.

  will be updated with following changes:

  BTS supports the Extended Graphic Character Set (EGCS)........
  ....... The data may not include any characters with a hex value
  of less than X'40'.

  BTS adds the shift in (SO) character and the shift out (SI)
  character for an EGCS field.    The shift out (SO) character is
  placed before and the shift in (SI) character after the EGCS
  field.
  When there is enough space for SO/SI characters between EGCS
  fields, BTS tries to use the blank area in the data field.
  When there is not enough space before or after the EGCS field,
  the text will be shown as garbage, because SO/SI fields are not
  added.

  BTS0130I EGCS FIELD(S) ARE NOT SHOWN CORRECTLY.
  
  Explanation: There was not enough space to put shift-out (SO)
  and shift-in (SI) for the EGCS/DBCS fields in the screen.
  Therefore, the text shows garbage.
