APAR status

• Closed as program error.

Error description

• The 'VEPromptersNoPackagesFoundMsg' error message is the result
  of the call of 'showStaticSqlTuningFrame'. because we are not
  passing the STMT number to Visual Explain.
  In Thread details it depends on the value of the DB2 field
  QW01243R, to be more precise the second bit of QW01243R. If the
  bit is on, then it will be explained dynamically.
  .
  Need to ensure we are setting the correct bit.
  

Local fix

• user is still able to use VE, once they respond OK the
  Visual Explain will continue to function.
