Error description

• Currently you cannot define a common action for dynamic and
  static SQL that can also show text if the SQL is dynamic.
  
  This change will allow a common action definition for a GUI
  Client alert that will allow display of static or dynamic SQL
  text.
  
  ** Note: This feature will require APAR PK45197 which adds
           QM collector functionality.
