PK40203: REMOVE THE RCLPASS PARAMETER FROM OPCOPTS BY ASSUMING THE RCLPASS(YES) BEHAVIOR IF RCLEANUP(YES) IS CODED IN OPCOPTS

Error description

• PQ75798 introduced a new parameter RCLPASS; RCLPASS(YES) meant
  to allow RCL recovery of files with DISP=(,PASS) in the last
  step of a job.   However, in every case there is no problem
  with using RCLPASS(YES) if RCLEANUP(YES) is coded; but
  conversely if RCLPASS(NO) is coded or taken by default and
  RCLEANUP(YES) is coded, the wrong file could be deleted by
  EQQCLEAN in some cases.  So it is preferable not to have the
  RCLPASS parameter and just to assume RCLPASS(YES) if
  RCLEANUP(YES) is used.
