Local fix

• To circument problem, edit the LOAD part DGOALFGE of library
  hl1.TKO2SAMP and insert into the IIPCP_ELIGIBLE the defaultif.
  example:

  CLASS2_IIP_CPU        POSITION(4046) DECIMAL
                           DEFAULTIF(CLASS2='N'),
  IIPCP_ELIGIBLE        POSITION(4076) DECIMAL,
