Error description

• Improve the way we detect the need for properties file reload.
  Currently, the properties file will not be reloaded unless the
  modification time on the properties file is later than the time
  the TAI itself last changed the file.

  The SPNEGO TAI property file fails to be reloaded due to a
  problem in the logic to determine if the file needs to be
  reloaded.
  

Problem conclusion

• AllServerConfigs.java reload() method will be changed to
  correctly determine if the properties file needs to be
  reloaded.
  
  APAR PK37510 is currently targeted for inclusion in Service
  Level (Fix Pack) 6.1.0.9 of WebSphere Application Server V6.1
  for z/OS.
