Error description

• ABENDS0C4-04 MODULE NAME=CQMOINST OFFSET=000014DE in data
  collector started task.  In addition, a PSA overlay can occur,
  causing a WAIT084 RC0C.
  
  This problem can occur if the QM monitoring agent deinstallation
  fails in the previous shutdown.
