PK33918: ADMIN TOOL PANEL ADB21TAB PANEL DOES NOT VERIFY NEW COLUMN ATTRIBUTES AND DOES NOT ISSUE AN ERROR MESSAGE

Error description

• The ADB21TAB panel does a "smart alter" on a table, adding a
  column to the end of the table. Tha panel allows the user to
  select NOT NULL with no default, however ALTER requires the
  column to have NOT NULL WITH DEFAULT. The added column gets
  changed to this without any error or warning messages. A message
  warning of invalid combinations needs to be added.

• Use the ALC line command to add the column.
