Error description

• The DB2 Administration Tool ALC line command created ALTER
  statement fails with SQLCODE -104 when a COMMENT on a column
  contains an embedded quote e.g:
  COMMENT ON aaa.aaa
  ("COLUMN1" IS 'A UNIQUE NUMBER WHICH IDENTIFIES A SUBSCRIBER'S
  CONTRACT.');

Problem summary

  * PROBLEM DESCRIPTION: DB2 requires doubled apostrophes to     *
  *                      input a single apostrophe ("DON''T"     *
  *                      becomes  "DON'T").  When altering a     *
  *                      column, the double apostrophe was not   *
  *                      being taken into consideration.         *

  * RECOMMENDATION: APPLY the PTF.                               *
  ****************************************************************
  Corrected the handling of quotation marks (apostrophes) so that
  imbedded marks are doubled.  ("DON'T" -> "DON''T").
