• A "SMART ALTER" can not be used to alter add a new columne to
  the end of a table using an EDITPROC:

           BECAUSE THE TABLE HAS AN EDIT PROCEDURE

Local fix

• Try replicate instead of insert to generate a batch job. The
  job should drop and recreate
