Error description

• No message is shown in the log if an operator command is sent to
  a non-existing DB2 subsystem.

  *                      instance monitoring the DB2 subsystem   *
  *                      is not started, the command is ignored  *
  *                      without further notice.                 *

  * RECOMMENDATION: APPLY this PTF                               *

  Modify commands issued to an unavailable data server instance of
  the PESERVER component are ignored without further notice.
  

Problem conclusion

• When a modify command cannot be routed to the specified data
  server instance of the PESERVER component the command is ignored
  and message FPEV0220W or message FPEV0221W is issued to inform
  the user.
